John Milloy: This is no time to sidestep Quebec law

They often say that one of the difficulties of discussing racism and prejudice in Canada is our reputation for being 鈥渘ice.鈥� Our supposed 鈥渘iceness鈥� acts as a veneer that covers up serious underlying issues.
